लोकार्पण के इंतजार में बदहाल हुआ करोड़ों की लागत से बना अतिथि गृह, रखरखाव के अभाव में बढ़ रही चिंता

ब्रजघाट। गंगा तट पर वर्षों पहले बड़े उद्देश्य के साथ तैयार किया गया सिंचाई विभाग का अतिथि गृह आज उपेक्षा और अनदेखी का शिकार बना हुआ है। करोड़ों रुपये की लागत से निर्मित यह भवन निर्माण पूरा होने के कई वर्षों बाद भी उपयोग में नहीं आ सका है। स्थिति यह है कि जिस भवन को क्षेत्र में आने वाले अधिकारियों, जनप्रतिनिधियों और विशिष्ट अतिथियों के ठहरने के लिए विकसित किया गया था, वह अब धीरे-धीरे जर्जरता की ओर बढ़ता दिखाई दे रहा है।

जानकारी के अनुसार, वर्ष 2021 के आसपास इस अतिथि गृह का निर्माण कार्य पूरा कर लिया गया था। निर्माण पूरा होने के बाद उम्मीद थी कि जल्द ही इसका उद्घाटन कर इसे सार्वजनिक उपयोग में लाया जाएगा, लेकिन समय बीतता गया और भवन केवल औपचारिकताओं के बीच ही सीमित रह गया। वर्षों से लोकार्पण की प्रतीक्षा कर रहे इस अतिथि गृह के दरवाजे आज तक आम उपयोग के लिए नहीं खुल सके हैं।

देखरेख के अभाव में बिगड़ रही भवन की स्थिति

स्थानीय लोगों का कहना है कि लंबे समय से खाली पड़े रहने के कारण भवन की हालत लगातार खराब होती जा रही है। कई स्थानों पर दीवारों का प्लास्टर उखड़ने लगा है, जबकि कुछ खिड़कियों और दरवाजों में भी टूट-फूट के निशान दिखाई दे रहे हैं। भवन के आसपास नियमित सफाई नहीं होने के कारण परिसर में गंदगी जमा हो रही है और झाड़ियां भी तेजी से फैलती जा रही हैं।

स्थानीय निवासियों का मानना है कि यदि किसी सार्वजनिक संपत्ति का समय पर उपयोग और रखरखाव न किया जाए तो उसकी गुणवत्ता पर प्रतिकूल प्रभाव पड़ना स्वाभाविक है। यही स्थिति इस अतिथि गृह के साथ भी देखने को मिल रही है।

क्षेत्र के विकास की दृष्टि से महत्वपूर्ण थी परियोजना

गंगा तट पर स्थित इस अतिथि गृह को क्षेत्र की जरूरतों को ध्यान में रखते हुए विकसित किया गया था। ब्रजघाट धार्मिक, सामाजिक और प्रशासनिक दृष्टि से महत्वपूर्ण स्थान माना जाता है, जहां समय-समय पर विभिन्न कार्यक्रमों और आयोजनों में अधिकारियों एवं जनप्रतिनिधियों का आगमन होता रहता है।

ऐसे में अतिथि गृह का निर्माण स्थानीय प्रशासनिक गतिविधियों को बेहतर बनाने और बाहर से आने वाले अधिकारियों को सुविधाजनक आवास उपलब्ध कराने के उद्देश्य से किया गया था। हालांकि भवन उपयोग में न आने के कारण इसका अपेक्षित लाभ क्षेत्र को नहीं मिल पा रहा है।

स्थानीय लोगों ने जताई चिंता

गंगानगरी के निवासी हेमंत गौड़ सहित कई स्थानीय नागरिकों ने भवन की स्थिति पर चिंता व्यक्त की है। उनका कहना है कि इस मुद्दे को कई बार संबंधित अधिकारियों और जनप्रतिनिधियों के सामने उठाया गया, लेकिन अब तक कोई ठोस समाधान सामने नहीं आया है।

स्थानीय लोगों का कहना है कि भवन के आसपास बढ़ती झाड़ियां और खाली परिसर असामाजिक गतिविधियों को भी बढ़ावा दे सकते हैं। इसके अलावा परिसर में निराश्रित पशुओं की आवाजाही भी बनी रहती है, जिससे भवन और आसपास का वातावरण प्रभावित हो रहा है।

वर्तमान में पीएसी जवानों का अस्थायी ठहराव

सूत्रों के अनुसार, अतिथि गृह परिसर का उपयोग फिलहाल पीएसी जवानों के अस्थायी पड़ाव के रूप में किया जा रहा है। हालांकि इसके बावजूद भवन की नियमित मरम्मत और रखरखाव की दिशा में अपेक्षित कदम नहीं उठाए गए हैं। स्थानीय लोगों का कहना है कि यदि भवन का उपयोग किया जा रहा है तो उसकी संरचना और सुविधाओं को सुरक्षित बनाए रखने के लिए नियमित देखभाल भी आवश्यक है।

समय रहते कदम उठाने की जरूरत

विशेषज्ञों का मानना है कि सरकारी योजनाओं और परियोजनाओं पर खर्च होने वाला धन सार्वजनिक संसाधन होता है। ऐसे में निर्माण के बाद उनका समय पर उपयोग और रखरखाव सुनिश्चित करना भी उतना ही महत्वपूर्ण है जितना उनका निर्माण कराना। यदि लंबे समय तक भवन खाली पड़ा रहता है और उसकी देखरेख नहीं होती, तो भविष्य में उसकी मरम्मत पर अतिरिक्त खर्च का बोझ भी बढ़ सकता है।

प्रशासन ने दिया कार्रवाई का आश्वासन

इस संबंध में अधिकारियों का कहना है कि मामले को उच्च स्तर पर अवगत कराया जाएगा और आवश्यक कार्रवाई के लिए प्रयास किए जाएंगे। साथ ही परिसर के आसपास अव्यवस्थित गतिविधियों और अवैध पार्किंग जैसी समस्याओं पर भी रोक लगाने की बात कही गई है।

स्थानीय नागरिकों को उम्मीद है कि प्रशासन जल्द ही इस भवन के लोकार्पण और उपयोग को लेकर ठोस निर्णय लेगा, ताकि करोड़ों रुपये की लागत से निर्मित यह परियोजना अपने मूल उद्देश्य को पूरा कर सके और क्षेत्र के विकास में योगदान दे सके।

Brajghat: A guest house constructed by the Irrigation Department on the banks of the Ganga with the aim of providing quality accommodation facilities has become a symbol of neglect and administrative apathy. Despite being built at a cost of several crores of rupees and completed years ago, the building has yet to be inaugurated or opened for public use. As a result, its condition is gradually deteriorating due to the lack of upkeep and maintenance.

According to local sources, the construction of the guest house was completed around 2021. At the time, it was expected that the facility would soon be inaugurated and put into operation. However, years have passed without any formal opening, leaving the building unused and largely ignored. What was envisioned as a modern facility for visiting officials, public representatives, and distinguished guests now stands idle, awaiting its intended purpose.

Building Condition Worsening Due to Neglect

Residents of the area say that the prolonged period of inactivity has adversely affected the structure. In several places, the plaster on the walls has begun to peel off, while some windows and doors have suffered visible damage. The absence of regular cleaning and maintenance has also resulted in the accumulation of garbage and the overgrowth of bushes around the premises.

Locals believe that any public asset left unused for an extended period is bound to suffer deterioration. They argue that the guest house is a clear example of how valuable infrastructure can lose its utility when proper maintenance and timely utilization are ignored.

Project Was Considered Important for Regional Development

The guest house was developed keeping in mind the growing importance of Brajghat as a religious, social, and administrative center. The town frequently hosts visitors, government officials, and public representatives who attend various events and programs throughout the year.

The facility was intended to provide comfortable accommodation for such visitors while also strengthening administrative arrangements in the region. However, since the building has remained largely unused, the expected benefits of the project have not reached the local community.

Residents Express Concern Over Wastage of Public Resources

Several local residents, including Hemant Gaur, have voiced concern over the current state of the building. They claim that the issue has been raised before officials and public representatives on multiple occasions, but no concrete action has been taken so far.

Residents also point out that the overgrown surroundings and vacant premises could encourage undesirable activities. In addition, stray animals are frequently seen roaming inside the compound, further affecting the condition and appearance of the property.

Temporary Stay Point for PAC Personnel

Sources indicate that the guest house is currently being used as a temporary stay point for PAC personnel. Despite this limited use, residents say that adequate attention is still not being given to repairs and routine maintenance. They believe that if the facility is being utilized in any capacity, steps should be taken to preserve its infrastructure and ensure its proper upkeep.

Need for Timely Intervention

Experts emphasize that government-funded infrastructure projects are developed using public resources and therefore require regular maintenance and timely utilization. If such facilities remain neglected for years, additional public funds may eventually be needed for repairs and restoration.

They suggest that bringing the guest house into regular use and establishing a maintenance system could help protect the investment while ensuring that the facility serves the purpose for which it was originally built.

Administration Assures Action

Officials have stated that the matter will be brought to the attention of higher authorities and efforts will be made to find an appropriate solution. They also indicated that steps would be taken to address issues such as unauthorized parking and other irregular activities around the premises.

Local residents remain hopeful that the administration will soon take a decision regarding the inauguration and operational use of the guest house, allowing the multi-crore project to fulfill its intended role and contribute to the development of the region.
