पिछड़ों के हक और प्रतिनिधित्व पर आयोग ने टटोली जमीनी हकीकत, गांव पहुंचकर भी जुटाई जानकारी

उत्तर प्रदेश सरकार द्वारा गठित उत्तर प्रदेश राज्य स्थानीय ग्रामीण निकाय समर्पित पिछड़ा वर्ग आयोग के अध्यक्ष न्यायमूर्ति रामौतार सिंह एवं आयोग के सदस्यों ने गुरुवार को हापुड़ पहुंचकर जिले में पिछड़े वर्गों की सामाजिक, आर्थिक, शैक्षिक एवं राजनीतिक स्थिति का विस्तृत आकलन किया। इस दौरान आयोग ने जनप्रतिनिधियों और ग्रामीणों से सीधे संवाद कर उनके सुझाव एवं समस्याएं सुनीं तथा स्थानीय निकायों में पिछड़े वर्गों के प्रतिनिधित्व से जुड़े विभिन्न पहलुओं पर जानकारी जुटाई।

कलेक्ट्रेट सभागार में आयोजित बैठक में आयोग के अध्यक्ष एवं सदस्यों का प्रशासनिक अधिकारियों द्वारा स्वागत किया गया। आगमन पर उन्हें गार्ड ऑफ ऑनर दिया गया, जबकि जिलाधिकारी एवं मुख्य विकास अधिकारी सहित अन्य अधिकारियों ने पुष्पगुच्छ भेंट कर सम्मानित किया।

बैठक में जिला पंचायत अध्यक्ष रेखा नागर, गढ़मुक्तेश्वर क्षेत्र पंचायत प्रमुख, जिला पंचायत सदस्य, क्षेत्र पंचायत सदस्य तथा जिले के चारों विकास खंडों के ग्राम प्रधानों ने भाग लिया। जनप्रतिनिधियों ने अपने-अपने क्षेत्रों में पिछड़े वर्गों की स्थिति, विकास योजनाओं की पहुंच, शिक्षा, रोजगार, सामाजिक भागीदारी तथा स्थानीय निकायों में प्रतिनिधित्व से जुड़े विषयों पर अपने सुझाव आयोग के समक्ष रखे।

आयोग के अध्यक्ष न्यायमूर्ति रामौतार सिंह ने कहा कि आयोग का उद्देश्य प्रदेश के ग्रामीण क्षेत्रों में पिछड़े वर्गों की वास्तविक स्थिति का अध्ययन करना है, ताकि उनके हितों से संबंधित विषयों पर सरकार को तथ्यपरक रिपोर्ट प्रस्तुत की जा सके। उन्होंने कहा कि जमीनी स्तर से प्राप्त सुझाव और अनुभव आयोग की रिपोर्ट तैयार करने में महत्वपूर्ण भूमिका निभाएंगे।

बैठक के बाद आयोग के अध्यक्ष एवं सदस्यों ने विकास खंड हापुड़ के ग्राम पंचायत शाहपुर जट्ट का भ्रमण किया। वहां उन्होंने ग्रामीणों और स्थानीय जनप्रतिनिधियों से बातचीत कर विभिन्न योजनाओं के क्रियान्वयन, सामाजिक भागीदारी और पिछड़े वर्गों की स्थिति से संबंधित जानकारी प्राप्त की। आयोग ने ग्रामीणों द्वारा दिए गए सुझावों को भी गंभीरता से दर्ज किया।

इस दौरान जिलाधिकारी, मुख्य विकास अधिकारी, परियोजना निदेशक ग्राम्य विकास विभाग, अपर मुख्य अधिकारी जिला पंचायत, जिला पंचायत राज अधिकारी, जिला सूचना अधिकारी, सभी खंड विकास अधिकारी तथा अन्य संबंधित विभागों के अधिकारी मौजूद रहे।

                           

Backward Class Commission Assesses Ground Realities in Hapur, Seeks Suggestions from Public Representatives and Villagers

Hapur: As part of its scheduled visit, the Chairman of the Uttar Pradesh State Dedicated Backward Class Commission for Local Rural Bodies, Hon’ble Justice Ram Autar Singh, along with members of the Commission, visited Hapur on Thursday to assess the socio-economic, educational, and political conditions of backward classes in the district.

Upon arrival at the Collectorate Auditorium, the Commission members were accorded a ceremonial Guard of Honour. District Magistrate and Chief Development Officer, along with other officials, welcomed the delegation by presenting bouquets.

During the meeting, the Commission interacted with public representatives, including District Panchayat Chairperson Rekha Nagar, the Block Pramukh of Garhmukteshwar, District Panchayat members, Block Panchayat members, and Gram Pradhans from all four development blocks of the district. Discussions focused on the economic, educational, social, and political status of backward communities, as well as issues related to public access to government services.

The representatives shared their suggestions, concerns, and experiences regarding the development and participation of backward classes in rural local bodies. The Commission carefully recorded and preserved these recommendations for further consideration.

Addressing the gathering, Justice Ram Autar Singh emphasized that the Commission is conducting field visits across Uttar Pradesh to obtain a realistic understanding of the conditions of backward classes at the grassroots level. He stated that the feedback received from public representatives and citizens would play a crucial role in preparing recommendations for the state government.

Following the meeting, the Chairman and members of the Commission visited Gram Panchayat Shahpur Jatt in Hapur block. During the field inspection, they interacted with villagers and local representatives to gather firsthand information about the implementation of government schemes, social participation, and the challenges faced by backward communities. Residents also submitted their suggestions and concerns to the Commission.

The visit was attended by the District Magistrate, Chief Development Officer, Project Director of the Rural Development Department, Additional Chief Officer of the District Panchayat, District Panchayat Raj Officer, District Information Officer, all Block Development Officers, and other concerned officials.

The Commission’s visit is being seen as an important step toward evaluating the status and representation of backward classes in rural local bodies and ensuring that policy recommendations are based on ground realities.
